CM Vishnu Deo Sai Unveils Governance Roadmap at Chintan Shivir 3.0

Chief Minister Shri Vishnu Deo Sai, along with members of the Council of Ministers, participated in Chintan Shivir 3.0, which commenced on July 4 at the Indian Institute of Management (IIM) Raipur. Jointly organised by the Department of Good Governance and Convergence and IIM Raipur, the two-day programme brought together the Chief Minister, Cabinet Ministers and renowned national experts for extensive deliberations on key aspects of governance.
Chief Minister Shri Sai said that Chintan Shivir 3.0 aims to lay a strong foundation for visionary policymaking for a developed Chhattisgarh by making governance and administration more effective, modern, transparent and citizen-centric.
He said that the Chintan Shivir has evolved beyond being merely a platform for discussion and has become an important instrument for continuous improvement and innovation in governance. The government has effectively implemented several recommendations from the previous two editions, and their positive impact is now clearly visible in the state's administrative system. He added that the core objective of the initiative is to strengthen governance through technology, transparency, accountability and citizen-centric administration.
Highlighting the outcomes of the previous editions, the Chief Minister said that recommendations from earlier Chintan Shivirs led to the implementation of the e-Office system in the Secretariat, making file disposal faster, more transparent and time-bound. Similarly, innovations such as the Chief Minister Helpline 1076 and Seva Setu also emerged from the Chintan Shivir process. Through Seva Setu, more than 520 online services from 36 departments are now available to citizens, ensuring simple, prompt and transparent public service delivery.
The first day of Chintan Shivir 3.0 featured detailed sessions on leadership development, good governance, emerging technologies and agricultural prosperity. Renowned spiritual thinker Gaur Gopal Das shared his insights on leadership, emotional balance, public service and the ethical responsibilities of public representatives. He emphasised that value-based leadership and sensitive administration are essential for effective governance.
Addressing the session on "Emerging Technologies", NITI Aayog Member Prof. Abhay Karandikar highlighted the role of artificial intelligence (AI), digital public infrastructure, 5G, drones, geospatial technology, blockchain and data-driven governance in making public administration more efficient, transparent and citizen-centric. He also discussed opportunities for technology-enabled service delivery, innovation, employment generation and digital inclusion in Chhattisgarh.
During the session titled "Prosperity through Agriculture", agricultural economist Dr Ramesh Chand and agriculture expert Shri T. Vijay Kumar shared their experiences on natural farming, climate-resilient agriculture, crop diversification, value addition, market linkages and technology-driven agricultural reforms. The experts presented successful models from different states and offered practical suggestions to increase farmers' income, strengthen the rural economy and make agriculture more competitive. Ministers and senior officials also participated in group discussions during the session.
Chief Minister Shri Sai expressed confidence that the recommendations emerging from Chintan Shivir 3.0 would establish new benchmarks in good governance, technology-driven administration, agricultural reforms, departmental convergence and public service delivery. He said that, in line with the vision of Viksit Bharat 2047, the government will continue to promote innovation, knowledge, technology and effective policymaking for building a developed Chhattisgarh, and the ideas emerging from the Chintan Shivir will soon be translated into concrete policy and administrative initiatives.
